A study of the situation of NGOs in Russia and the implementation of the Russian NGO legislation has been conducted by several non-governmental organizations in 2006-2007 within the framework of their individual and joint projects and activities as well as within the Agreement on Cooperation in the field of protecting the right of association and ensuring freedom of NGOs in the Russian Federation, which united more than fifteen NGOs. Authors of the report and their organizations cordially thank their colleagues in Russian and international NGOs who contributed to the drafting of the report, in particular Lawyers for Civil Society, the Agency for Social Information, and the International Center for the Not-for-Profit Law, and those colleagues whose information was used in the preparation of the report,  in particular the “Demos” Center, JURIX, Human Rights First, Human Rights Watch, Amnesty International, Observatory for the Protection of Human Rights Defenders.
 
The report has been prepared for presentation at the Meeting on the implementation of the Russian NGO Legislation organized by the Conference of INGOs of the Council of Europe with the participation of representatives of civil society and authorities from the Russian Federation at the Council of Europe in Strasbourg, April 19, 2007.
